Quincy Advisory, LLC is currently looking to staff a Federal Financial Reporting CPA certified consultant for an anticipated award at the beginning of 2017.  A successful candidate will have the ability to handle multiple tasks and will have prior experience leading small project teams.  The individuals will have experience in the following areas:
  • Supporting the preparation of the Quarterly and Annual CFO Certification of Financial Statements to include:
    1. Variance Summary Report on variances on balance sheet, statement of net costs, statements of change in net position and statement of budgetary resources including explanation of significant differences and abnormal balances
    2. General Fund Financial statement experience
    3. Prepare MD&A section of financial statements
    4. Monthly analysis of abnormal balances
    5. Analysis to support the CFO certification
    6. Preparing analysis of financial statements by appropriation quarterly and yearly
  • Performing mock close and year-end closing activities, ensuring accuracy of account balances
  • Supporting the availability, completeness, and accuracy of data
  • Providing technical assistance and advisory capability to managers and others at work site location on matters of accounting and financial reporting responsibilities
  • Utilizing Microsoft Office software (excel, word, access) to perform data analysis
  • Bring knowledge of compliance regulations and financial reporting standards
  • Ability to work with government personnel at all levels and interface between multiple groups such as the Financial Process Improvement and Audit Readiness team and the Financial Services Center to accomplish area of responsibility.
  • Education: CPA certified active and a Bachelor’s degree in Accounting or other related discipline is required
  • Experience:  Minimum of 3 years of experience specialized in areas such as:  federal financial reporting, Financial Improvement & Audit Readiness (FIAR), conducting reconciliations; federal auditing; and United States Government Standard General Ledger knowledge. 
  • Have knowledge of USSGL, FMFIA, FFMIA, FISMA, IPERA, FASAB and OMB policies
  • Experience with federal financial reporting and accounting remediation within DoD
  • Must be able to communicate effectively both in writing and verbally directly with the client
  • Good analytical skills, documentation skills, requirements gathering skills and interpretation of business requirements
  • Previous Federal government finance/accounting experience is a MUST.
  • Ability to be flexible to meet the needs of the client
  • Must be a US Citizen
  • Some travel
  • Should have a secret clearance or be easily clearable
